The Alliance of Active NGOs in the field of Child and Family Social Protection (APSCF) plays an important role in the structured and participatory monitoring of the situation of children and in ensuring the respect of child rights in the Republic of Moldova.
Until 2008, the efforts to monitor the situation of the children in the Republic of Moldova were dispersed, the NGOs active in the field focusing on adoption, child abandonment, violence against children, etc., with considerable efforts that have been milestones for initiatives and projects to reform the national child protection system.
Since 2008, APSCF has been developing The Shadow Report on the Implementation of the UN Convention on the Rights of the Child in the Republic of Moldova. An APSCF initiative, the report is based on the expertise of the field specialists, representatives of APSCF member organizations, being the result of a participatory process consulting both practitioners in social protection and children defenders of their rights.
The APSCF Alternative Report presents an overall and multidimensional view on the situation of children by revealing observations and suggestions for improving their situation in different ways: a) family environment and alternative care, b) disability, basic welfare and health services, c) education, recreation and cultural activities, d) special protection measures, etc.
APSCF is organising recurrent advocacy campaigns for child rights, focusing on bringing key issues into public attention, such as: combating child abuse and neglect, ensuring a quality education through an inclusive school environment, economic exploitation, sexual exploitation, and trafficking children, providing basic health and welfare services, etc.
