Civil society for the right to education for all children in Moldova

From 1 January 2022 to 30 December 2023 the Alliance of NGOs active in the field of Social Protection of Children and Family (APSCF) is implementing the project “Civil society for the right to education for all children in Moldova” with the financial support of OXFAM Ibis.

The main purpose of the project is to contribute to the achievement of SDG 4 – ensuring inclusive and equitable quality education for all children in Moldova.

PROPOSED OBJECTIVES

  • APSCF and EFA group members actively participate and influence policy dialogue, strategic planning and monitoring in the field of inclusive education at national and local level
  • APSCF and EFA group members have greater representation of marginalised groups and better capacities to advocate, participate and monitor policy implementation in inclusive education

RESULTS TO BE ACHIEVED

  • Recommendations for the formulation of the National Programme for Inclusive Education 2022-2027 developed and disseminated to relevant authorities
  • Recommendations on funding and classification of inclusive education services and facilities according to needs developed and shared with relevant authorities (e.g. design of minimum package of services for inclusive education for different beneficiary groups)
  • APSCF and the EFA group have a communication and advocacy plan to promote the needs of vulnerable children and existing inclusive education best practices
  • Capacities of the Alliance and EFA group members in evidence-based advocacy, inclusion, gender, participatory budgeting, policy development and monitoring in education are strengthened
  • APSCF and EFA group membership increased in number and diversity, representing marginalised and disadvantaged groups
  • APSCF and EFA Group members are engaged in collaborative learning processes, generating knowledge, sharing experience and lessons learned for their institutional strengthening

PLANNED ACTIVITIES

  • Organisation of working meetings with EFA group members
  • Participation in working group meetings organised by the MEC (Ministry of Education and Research)
  • Participation in meetings of the working group on inclusive education organised by parliamentary committees
  • Elaboration of recommendations for the National Programme for the Development of Inclusive Education in the Republic of Moldova for the years 2022-2027
  • Elaboration of recommendations on financing and classification of services and facilities for inclusive education
  • Development of a communication and advocacy plan
  • Ensure visibility of the project
  • Facilitate trainings on topics such as Medium Term Budgetary Framework and public funding policies; Project writing and management; Evidence-based advocacy; Public policy monitoring
  • Conduct needs-based mentoring and coaching sessions
  • Conducting a background report on national and local NGOs supporting marginalised groups of children whose interests are under-represented
  • Regional meetings with representatives of public authorities and civil society (North, Centre, South)
  • Organisation of collaborative learning processes/sessions
